NC 2020: New Laws Now In Effect

New North Carolina Laws

The first day of the new year always brings in new laws that were enacted through legislation from the previous legislative session. Here are the laws that are now in the books as 1/1/2020.

  • Dental Bill of Rights (S252) No agreement between an insurer or another entity contracting for the provision of dental services and a provider of dental services shall contain restrictions on methods of claim payment in which the only acceptable payment method from the insurer or entity to the provider of the dental services is a credit card payment.

  • Continuing Education for General Contractors (SB55) As a condition of license renewal, at least one qualifier or qualifying party of a licensee holding a building contractor, residential contractor, or unclassified contractor license classification shall complete, on an annual basis, eight hours of continuing education approved in accordance with this section. Where an entity holding a building contractor, residential contractor, or unclassified contractor license classification has multiple qualifiers or qualifying parties, at least one qualifier or qualifying party of the licensee shall complete this requirement for the license to remain valid.

  • GSC People First Language 2019 (SB556) Replaced the term mental retardation -with- intellectual disabilities. Also developmentally disabled -with- individuals with intellectual or other developmental disabilities.

  • Out-of-State Law Enforcement - 2020 GOP Convention (SB191) Law enforcement agency of a municipality with a population that exceeds 500,000 may request and enter into temporary intergovernmental law enforcement agreements with out-of-state law enforcement agencies.

  • Travel Insurance Amendments (HB755) The purpose of this Article is to create a comprehensive legal framework within which travel insurance may be sold in this State.

  • Revenue Laws Clarifying & Administrative Changes (SB523) Technical, clarifying, and administrative changes to the State's Revenue Laws, most of which were recommended by the Department of Revenue.

  • Insurance Technical Changes (HB220) Various changes to North Carolina's insurance laws.

  • Criminal Law Reform (SB584) Extend the deadline for local governments and State agencies to report on ordinances and rules subject to a criminal penalty, and require the General Statutes Commission to study the reports received.

  • Wildlife Resources Commission Amends (HB597) Changes to the Wildlife Resources Commission's (WRC) laws, licenses, and fees.

  • PTS Day/Cardiac Task Force/Titus's Law/Data (SB458) June 27 of each year is designated as Posttraumatic Stress Injury Awareness Day in North Carolina. And the disposal of fetal remains.

  • Combat Absentee Ballot Fraud (SB683) An Act To Amend The Laws Governing Mail-In Absentee Ballots; To Restore The Last Saturday Of Early One-Stop Voting; To Extend The Time By Which County Boards Of Election Need To Replace Direct Record Electronic Voting Equipment Under Certain Conditions; To Authorize A County To Test New Voting Equipment During A Simulated Election; And To Make Appropriations For Current Operations Of The State Board Of Elections, Consistent With House Bill 966 Of The 2019 Regular Session.

  • Licensing & HHS Amends & Rural Health (SB537) A large assortment DHHS related programs/issues.

  • Administration of Justice Changes (HB470) Various Changes And Technical Corrections To The Law Governing The Administration Of Justice.

  • 2019 Storm Recovery/Various Budget Corrections (HB200) State match funding for disaster relief from Hurricane Dorian and other named storms and also provides contingent funding for the Rural Health Care Stabilization Fund.

  • DOT Cash and Accountability (SB356) Creation. – The Transportation Emergency Reserve (Emergency Reserve) is established as a special fund in the Department of Transportation.
